Repro:
1) Go to define product mix for a loan product LoanA.
2) Restrict LoanA also.
Expected:
If a client has an account of LoanA, the client should not be allowed to create
another loan of LoanA.
Actual:
client can have 2 loans of LoanA.
Since we are fixing Issue #2006, we should fix this also to take in the
condition if an MFI DOES want to restrict clients from having more than 1 loan
of the same loan product.
