The issue in question is solved but another issue was causing the exception
your seeing.
The problem was to do with 'session state' and the way the 'wizard flow' is
determined.
when trying to create a duplicate user first time (joe blow, 4/4/1977), the
validation works correctly and fails giving correct failure message, when i
click cancel and start the client creation process again a value for familyEdit
was not reset and as a result, the user was never asked to go through 'mfi
data' entry screen which resulted in invalid data for recordLoanOfficer and
recordOffice which were used when determining if the user has permissoins to
create the client..
