Currently, it is possible to send incorrect transaction via REST Client and
then approve it using 'View REST Approval List' page. This is causing stack
trace.
Repro:
1. Use REST Client and send repay operation with amount -200.
2. Go to Mifos and to 'View REST Approval List' page.
3. Check that operation appears with the WAITING status.
4. Click on Approve link and confirm.
Expected result:
It is not possible to Approve transaction with negative amount. Validation
message should appear.
Actual result:
It is possible to approve transaction with negative amount. After you click on
the details of that transaction then page with stack trace appears.
