There is one more option (option 3), introducing one more table to store information of loan repayment schedule id, holiday id and original repayment date that would improve application performance (issue in option 1) and reduce data base size (issue in option 2), also it's very easy to find loan repayment schedules which are applied to a specific holiday. Original repayment date is required in case if holiday is spanned across multiple days, again this is an edge case but application supports this. But this option will overkill the design by introducing one more additional table.
