Francis, I see that the lib is in one path (/usr/share/tomcat6...) and the mifos war is in another (/var/lib/tomcat6). Did you install tomcat with the Ubuntu package? It's just an idea, but maybe download tomcat so its all in one directory and try setting up Mifos that way. Maybe there's some path issue with the libraries or where Mifos is looking and it expects all the tomcat files to be in the one directory.
