I currently disable Tomcat security by editing the file /etc/default/tomcat6, but this is not a satisfactory solution for a production system. guywithcable's approach is the correct one, but he has effectively granted all permissions to Mifos in the same way that the database is set up with "grant all..." where the aim should be to grant only the necessary and sufficient permissions.
