Is not just about clients DOB, Client has family details where the
family members DOB is also maintained. There is a configuration using
which one can enter details about multiple people in clients family.
Apart from that it mentions User DOB, I guess that is Loan Officers or
Mifos users, which is something I would like to check that it is in
the scope.

Yes, there is a duplication check, but I am not sure it that applies
to the clients family members also.

Permission can be add by couple of queries and some code addition, but
the problem is using that field based permission to show and hide the
DOB field in edit form and service.
