Hi Ed,

I set negative number (AccountingRules.DigitsAfterDecimal=-3) in 
properties file and I am getting stack trace in Mifos everytime when I 
try to open any client or account. So it seems that this setting is not 
working with negative number.

I think that we should create a new setting for rounding precision of 
digits before decimal. 'Number of digits after decimal' sets only the 
number of digits visible in Mifos, so I think that it doesn't make sense 
to enhance it to round-up digits before decimal.

What do you think about that?
