Jayalaxmi,
I don't think this is allowed currently in Mifos. You will have to close the
active loans and only then transfer the groups.
This issue is already logged as a backlog item in JIRA. For now, you will have
close the active loans, transfer and recreate the loans again.

I wanted to transfer some groups from one center to another center with active
loan.
