Tried this in the Mifos 2.2.3 and it all seems to be working fine. I got the 
expected 2 weekly schedule for the product defined.
Did you by any chance have LSIM enabled and hence set the loan payment 
frequency as weekly during creation?
Otherwise not sure why you are seeing such a behavior.

Sorry, loan product  frequency of installments  2 week(s) and repayment 
schedule has to generate fortnightly but its generating weekly.

Repayment schedule is generated weekly but it has to generate biweekly as per 
loan product details.

Could you please explain me why repayment schedule is generated like this if my 
understanding is correct or am I missing out on something here?
