FINALLY WHAT WORKED I first added the block to IP>Addresses. Then I added the individual Public IPs to IP > Hotspot> IP Binding on both address and to address.
I limited the client's bandwidth from the backhaul CPEs. I just gave the customer the public ip to put in their routers with the subnets and gateway and it worked magic. So you have indirectly answered some of the questions I asked. It is possible that you have failed to add the IP space to the hotspot bindings, which will cause the hotspot to translate the customer's 41.x.x.x IP into a hotspot IP address.
