FINALLY WHAT WORKED

I first added the block to IP>Addresses. Then I added the individual Public IPs
to IP > Hotspot> IP Binding on both address and to address.

I limited the client's bandwidth from the backhaul CPEs.

I just gave the customer the public ip to put in their routers with the subnets
and gateway and it worked magic.

Thank you all for the support.

So you have indirectly answered some of the questions I asked.  It is
possible that you have failed to add the IP space to the hotspot
bindings, which will cause the hotspot to translate the customer's
41.x.x.x IP into a hotspot IP address.  From that 41.x.x.x IP, what do
you see as the IP when you go to http://whatismyip.com/ ?
