When measuring the output voltage of a power supply (regulated or not), you should do so with a load on it. Without a load, the measurement isn't an accurate reflection of what it really does. It doesn't have to be much of a load, but it should have something on it. As for the original post by Paul, couple things you can check. First, check to be sure it has the latest firmware: /system routerboard print If you are in the 3.x series, upgrade to 3.30 and 4.17 for 4.x. If running 5.x (I seem to recall you weren't), use the latest there as well. After the ROS upgrade, be sure to check the firmware again.
