Aha! I wasn't waiting long enough for the default config to load. I had been holding it down after powerup long enough for the act lights to go out, but when the link light on the ethernet port went out, I thought it puked so I unplugged it and plugged it back in.

After being patient, the default config loaded and it's working now. Thanks!

Winbox shouldn't need mac-server running to work, I should think.  Winbox works 
on a bare board with a completely reset configuration.
