I can at least acknowledge this for German rights: it's in the German
criminal code Â206. You can get up to 5 years imprisonment!

(Annotation: this is a really possible consequence if you discard mail
which is wanted by recipient - but can you be 100% sure a global discard
rule will only destroy virus/worm mails and no false positives? This is
the relevant point)
