The others? Barney Frank, Chris Dodd, The Federal Reserve, ACORN, Freddie Mac and Fannie Mae, hedge funds, Congress, etc. There is a difference difference between gross incompetence and criminal intent. Madoff is clearly a criminal who's motivation was personal gain by defrauding others. The motivations of these others is less clear. Political, certainly, but probably not criminal.
