Authority is a figure, control is an action which can and may be an action of an authority. An authority does not necessarily take control such as a transit authority which oversees mass transit within a city but they cannot force people to use their buses or trains. We are still free to walk or drive our car. Now if you get into an accident and leave the scene only to eventually get apprehended down the road, the police officer who has put handcuffs on you is ultimately in "control". There are many authorities but they don't really have the power to control us. Some may seek another agency or department for enforcement but most alone are not controlling entities.
