This is presented as good news. Only at the end of the article is sanity and common decency mentioned. This is what Congress does. It demands it's pound of flesh or the world will come crashing down around our ears and it will spell the end of civilization as we know it. So they get their money. Much is wasted, some actually does some good but the greatest part sits in wait for a pet project. It seems someone has finally found one for 200 billion. This kind of thing happens all the time in all aspects of government. It's just in this case we're talking massive amounts of money Congress tosses around like so much change in their pocket.
