No, of course it doesn't mean the One is just a fantasy, it means as you say, a "Concept".
Call it a concept, fantasy, theory, hypothesis or a figment of the imagination, call it what you want but at least recognize it as such and not make it into something that is 'real'. IF it were real, there wouldn't be so many different 'concepts' by so many different people and cultures, simply because the 'One' would be universally 'identifiable', which it is not and therefore subject to different concepts leading to the my god, your god, his god and their gods platforms from which massive attacks are launched upon others who don't ascribe.
