It reminds me of 'guilty by association', where group activity is perceived as culpable. If one identifies with the group and some ill is identified as their deeds, what one would feel is collective guilt I think. A tarnished sense of prestige toward the group one identifies with. There is also the campaign or political pressure component where members of the group are all treated as guilty of the worst no matter their involvement, this I think is an over generalization. I think the point is to integrate the concept of shame into cultural discourse when large numbers are involved, as a check against the raging xenophobia and selective blindness to alternative (outside) perspectives.
