These add-on stuff are not directly related to mingw-w64 itself but take
a look at <http://mingw-w64.sourceforge.net/download.php>.

I think you need to at least understand what mingw-w64 really consists
of before jumping to conclusion. mingw-w64 proper itself really only
consist of headers and libraries. You need GCC to use it, anything else
is optional and platform dependent and distro specific.

For installers, it was a deliberate choice for the automated build,
there is no need for obfuscation. Just unpack and run. The automated
builds are mostly for testing rather than for general use. The PREFIX
means it is a cross compiler, a cross compiler by definition cannot be
named just "gcc".

Tools like a shell interpreter and GNU make is in the domain of Linux,
Cygwin and MSYS, think of those as optional add-on to use GCC in
different ways. First of all, what do you actually aim to accomplish?

If you actually need all the *nix tools, the easiest way is just use
Cygwin setup, it also includes a mingw-w64 cross compiler and all the
*nix tools. Cygwin also provides a GUI installer to do this. Do not mix
with other mingw-w64 distro.

For native builds without a PREFIX, try mingw-build's distro. I do not
know if mingw-build installer includes MSYS. You can always install it
later separately.
