Since you use php I guess you probably use MySql. The default MySql Charest is latin. For properly work with UTF-8 pages should be set to UTF-8 as well. The MySql encoding change procedure not so trivial ,so if you have Hebrew , China or other not English data in the MySql it can become harmful.
