OpenBSD is developed as a whole; kernel, system source, ports. Changes made in one place often require changes to the other parts; if you're not tracking development that is a whole lot of work you're going to need to replicate. If you want to stick with a years-old OS release, OpenBSD is a poor choice, you will be better served by something like one of the commercial Linux vendors that can afford to employ people to backport things.
