i think you might have to add more context, like what command you are
doing.
the notion that rsync decides automatically is simply false.
correct me if i'm wrong, but rsync only does explicitly what you tell it
to do.
you actuall have to tell it if it's incremental or a full backup, and if
the former
you have to tell it what to increment.
