I had started writing a longish and detailed explanation to clear up some 
points related to the message sent to bugs@ there, but decided that it
would not be worth the effort.

Well, if the original poster _has_ disabled ntpd on their system, sooner or 
later
it might be fun to watch what they come up with in subsequent messages.

As in, stuff will likely not start breaking right away.
