I agree. As I see it, you have a change-management issue. Changing from non-standard free-for-all (for want of a better description) to an organized, policy-driven, software-engineering process. The end goal, in general terms, will have be achieved by countless other organizations in the past so you are not reinventing the wheel. You do need to open discussions with all stake-holders and explore their views on your concerns (no standards, things are messy, etc) and work out objectives and the methods to achieve them.
