I believe I just figured it out. I read this article: http://en.wikipedia.org/wiki/IPv4_subnetting_reference
Since I'm in control of a public IP, I'm supposed to set the netmask for the ext_if on my openbsd router to 255.255.0.0 not 255.255.255.0. Would that solve the mysterious ping problem?
