There's been some discussion about resetting the minor version to zero at that time, but a point of order was raised that that discussion couldn't proceed until the completion of the vote on switching from decimal to hex. It appears the 'hex' vote is being split by the uppercase-vs-lowercase issue... Seriously: did anything extra special happen at 2.0? at 3.0? at 4.0?
