It's not so complicated as it looks like. Config is there only to get
mixxx's share path, where skins and mappings (and splash.png too) are
installed. I tried to remove splash.png just to see what will happen and
mixxx just started without splash screen. If I understand it right, that's
what you described. Another solution would be to have an option to enable or
disable the splash screen in preferences.

Anyway, the main patch I wanted to send here is vumeter_bitblt.patch and the
other ones are just essential, so I can live without splash screen :-)
