If you check the patch from this bug report and the matching location in source it seems this patch needed by Hercules DJ control mp3 was never applied.
I'm not using herc_jog I guess, I set values to "jog" from my script. The values set are incremental values in ticks since last update. Hercules RMX wheels have 128 ticks per revolution. I don't know if other controllers have better resolution.
