My '89 GLI is also real loud. Stock (original) exhaust, my guess is the exhaust is worn out. The intake was pretty quiet until I did some airbox mods, now it's pretty loud. It's louder than my 240Z with headers + glass pack and open-element air filters was.

I intend to swap the exhaust in the coming months with a single-glass-pack 2.25" pipe kind of deal. My guess is it'll get quieter at low revs and louder at high revs. The loudness is likely due to standing waves in the exhaust pipes. These standing waves also help low-end torque. The way I'll do it is with a glass pack right exactly behind the cat, then straight pipe to the end, which will kill this standing wave and move it to a higher rpm (frequency). Idea is to get a little more power up high and a lot less sound down low (cruising).
