Your '90 doesn't have the throttle body restrictor that appears on CA 
EGR-equipped cars.  This little restrictor doesn't really rob power, but it 
does rob throttle response.  This might be the difference you're noticing in 
the two cars.  Another thing is, EGR system rarely work right after 100K 
miles, so that could be robbing you of some power too, not to mention the 
fact that it may cause your engine to ping more.
