Ok, given that stock size tires for my '89 GTi (205/55s) aren't available
anymore :(, here's my thinking.
On a 14" wheel (from smallest to largest):
195/55s OD is 22.44" (195mm/25.4=7.68"*.55=4.22"*2+14"=22.44"
*stock* 205/55s OD is 22.88" (205mm/25.4=8.07"*.55=4.44"*2+14"=22.88"
195/60s OD is 23.20" (195mm/25.4=7.68"*.60=4.60"*2+14"=23.20"
205/60s OD is 23.68" (205mm/25.4=8.07"*.60=4.84"*2+14"=23.68"
A 195/55 tire, since its smaller that what the speedo is calibrated for,
will over report MPH and mileage and a 195/60 will under report.
I tend to go over the speed limit anyway and my car already has 142k miles,
and I'm not worried about it indicating even more, so I'll probably get
195/55s. It probably doesn't make too much of a difference either way.

I've heard of cab drivers deflating their tires to boost mileage on the
meter. I guess they went through tires quick though.
