When I had my '89 GTI 16v, I broke two of the nutserts trying to install my 
Eurosport bar.  I went ahead and drilled out two holes in each of my strut 
towers.  I just lined up the bar and marked for the holes.

I left the tires on, but the biggest pain in the arse was trying to get the 
bolts up into the towers so that I could get a nut on them from the topside.  
You need to have small hands or alot of creativity.  I ended up wriggling my 
hand up there just enough to get a thread on the bolt with the nut.

It takes patience...but it can be done!!!!
