I have completely removed all intake boots, they are mostly all new.

Matt, I think you tore one of the intake boots. Your symptoms are exactly
that. See if you hear any sort of hissing while your engine is running.
Even if you don't, remove and inspect all rubber boots and hoses. Look for
loose wires too.
