It sounds like this car has a lot of common problems.
You will probobly spend close to $1000 and a lot of time fixing things.
If you do decide to get this car you will have to put a lot time into it.
But it could be worth it!

If I were you I wouldn't offer more than $1500.  It sounds like you could
have a low mileage decent 16V with a ton of potential, and great resale once
it's all fixed up.

If you're not willing to put the time and $$$ into the car, it probably
isn't worth your time.
