The noise you probably heard was slipping belts, and the reason it didn't
make the noise while parked was that there was no real strain on the belts.
You probably had the wheels turned when it started squealing, right?  That
would point to the power steering pump, as it would go from free-wheeling to
putting some draw on the belt.  New belts and making sure everything is
tight would fix the problem.

If he's only asking 2k for the car, there's a strong possibility you will
run into more stuff that's wrong.  That's pretty cheap for a 91 16v, so if
you have some more cash to put into repairs i'd say go for it.
