what year was the flood damage and the salvage date?  It doesn't take much to 
total an older car out in the eyes of an insurance agent.  Find out what the 
actuall damage was, then multiply what they tell you by 2 and you should get an 
idea of what really happened.

well i checked the VIN on carfax and it turns out the car was totaled and the 
current owner bought it at a salvage auction. it is also came back as Flood 
damage.

the owener called me  ansd i asked if it was ever in an accident he said "No 
not that i know of"  he came clean after i told him i checked it out. I told 
him  i would give him $700.00 for it just to see what he'd say he was 
originaly asking $2000.00 OBO and before i found out it had a salvage title i 
was gonna offer him $1,500.00 
He declined my offer of $700

now the only reason i want the car is for parts, i mean it has a relativley 
low mileage 2.0 16v at 87k miles  what do you guys think is the higest i 
should offer this guy
once again its a 91 GTI 16v 2.0 red eibach sprigs, brospeed exaust  GLI 
recaros, power windows and mirrors, needs clutch, headliner and maybe some 
belts and a tune up...
