In addition to the other comments, here's my 2ยข:

What are the parts worth to you? What's your time worth to get the car and part out what you need? What's your cost to dispose of the carcass?

Find out how many of the goods you want were on the car when it flooded and then be very suspect and examine every thing you're interested in.

I'd second the concerns on the mileage, not necessarily that it would come up as a Carfax flag but most of the odometers in these cars are pretty flaky.
