Oh, I don't recommend it, by any means..  but in a pinch, Ive done it, with
no failure..  but it is ALWAYS best to replace with new..

I definately wouldn't reuse any of the stock VW
headbolts.  They're a one time use stretch bolt. 
Reusing them is just asking for a failure and having
to pull the head again, with the added expense of
another gasket set, etc, etc.
