CIS-E, right?  My experiences have been that if the DPR voltage doesn't change, 
it's usually a bad O2 sensor.  When it fails, the DPR goes into "limp home" 
mode which is effectively "full rich".  While this sounds great, it's too rich 
and performance suffers.
