Pull the steering wheel off and you are close to getting the job fixed.  It's 
been a while since I've gotten into it but you might have t remove the wiper 
switch first, just a coupla long screws away.  Anyhow, you are looking for some 
contacts that should rub on a copper strip which is probably all corroded.  
Take some very fine sandpaper and place it between the contacts and the copper 
strip and clean it up.  A small fine coating of dielectric grease should keep 
it going for a good long time.  They are easy enough to remove and work on on 
the work bench/kitchen table.
