Well, I've invoiced several private companies who took a year to pay me... I'm still waiting for some. University, and the government, is just as efficient as *most* private companies in Malta - which is nothing to be proud of.
Regardless, I don't think we should give up on Uni. It's good to proceed with the BMIT thing - I certainly think it will be done faster. However, I also like the idea of the UNI hosting since A) we'll have two routes so if one goes AWOL the project is still running, B) The Uni is non-commercial.
