Just a note regarding the two routes, subnets allocated to a PoP are not
interchangable. That means that if you will be relying on two PoPs for
connectivity, you will be changing IP when you switch.

I guess its OK if you only operate a tunnel for a single computer but I see
it unfeasible for whole networks.  I would choose which PoP to use based on
latency, connectivity and last but not least bandwidth. Everybody has
different reasons and needs.
