Not even Harper could dislodge the entrenched Ottawa mentality that
includes a social dynamic fostered by the bureaucratic elites. Open
Source is an unlikely offsetting counter force, as witnessed by
groklaw.net. 

Toronto's i4i initial victory over M$ in a Texas courtroom is under
appeal, but shows that both patents and licenses have a crucial role to
play in business practices. 

Prosecuting Open Source license violators is another means of promoting
non-proprietary applications. This leads me to the CRTC petition - the
recommendations for the board have to be rethought to include
representatives from the programming, ISP and other computer related
fields.
