I am pretty sure I had this problem and I had a conversation on MSN with Jeremy about it. I don't exactly remember how I fixed it but I think I had just to be really patient..
If it's what I think it is, it's a "network" issue with Ubuntu/Kubunty trying to fetch something while not being able to and the timeout is way too long. Again, it's been a while since i had this problem so I may be a little off. I would suggest to install it and just wait like, 30 minutes and see if it ever starts.
