Sounds dumb but could it be that your firewall is enabled?

service iptables stop

and for good measure

service ip6tables stop


See what happens in this case.

Thanks all for the help.

Service iptables stop   fixed it.  Now need to restore so that port passthrough 
is accepted. and Firewall is reestablished.
