A few good ones were mentioned, but I'll throw iperf into the mix.  It
can do jitter tests as well.

First things I'd try though:

1.  Ping test to first hop at ISP.  This helps determine if line issues
exist.

2. Swap out modem

3. Replace your ipcop fw with a standard router and see if that makes
any improvements.

Beyond that, I'd be inclined to ask you what exactly the problem is.  Is
just the remote access slow? That is to be expected on such a
connection, some 3mbit profiles don't have more than 384kbit upload.
That said, you may be interested in trying out no machine's NX
technology (neatx or freenx as a free (as in no money) alternative).
It's been known to support remote desktops over dialup.

If you're experiencing slowness within the network itself, I'd use iperf
aggressively, most importantly on bidirectional tests.  That will tell
you if there is equipment which is not playing nice with each other
@100mbit fdx.  Could also turn out to be a duplex mismatch issue.
