Second, are any of you having problems sending to Hotmail recently? My
server was black listed by Hotmail, I tried changing the IP, but that
did not help. The SPF record is there, rDNS is configured and I really
don't have any problem with other providers. (Except for Bell which use
Hotmail servers I think) I also test from time to time to make sure it's
not an open relay, so that's fine too. At this point I'm wondering if
our provider's network is blacklisted and I'm waiting to know on this.
(Hotmail wouldn't tell me, they would only tell me to register with a
free partner program to monitor spam)

I've never used exim, but take a look at logwatch[1] and eximstats[2].
