First of all, you have to know that media are not "neutral". You have
some from the right, some more leftist, some more federalist, some
less. The Globe and Mail has an anti-Quebec bias.
Not to say that it is not difficult to immigrate and that Quebec don't
have its issues, but your mileage may vary depending on your
circumstances, your timing, your field of specialty and your personalities.
It is possible to make a living here, even if the economy is "neutral"
right now. There are political stirs with the government, but at the
same time, Quebec is a province with a reasonable cost of living, and
thriving immigrant communities (at least around Montreal).
Reality is, it's not all dark, and it's not all rosy peachy either. But
it does offer more to youth than other countries (I work with immigrants
from France, where apparently the job prospects are very bleak for
French youth).
My advice to you when you come here: get your education evaluated for
equivalencies (what your diplomas from Brazil are recognized as
equivalent here). The process is done by the Ministry of Immigration
and can take some time to be done, so the sooner the better, because you
will be ask for it when applying for the more interesting jobs.
