It is possible to read ext4 via Win & OSX provided you use 3rd party software. I've used Fuse for OSX and I am sure there are some for Windoze.
Otherwise Jer is right, you'll have to use NTFS and hold your nose or if it's tiny FAT32. How stable is exFat ???
